Urban Institute's Independent Evaluation

Researchers from the Urban Institute completed a two-year, randomized control trial of Bell Summer (now BellXcel Summer) to study its impact on children’s reading achievement and parental involvement. 

Key Findings

  • Statistically significant positive impact on reading achievement, particularly for students who fully participated in the program 

  • Statistically significant positive impact on parents encouraging their children to read and their frequency of reading to them at home
  • Parents in the treatment group reported a 50 percent increase in the hours per week they engage in reading and other academic activities at home compared to the control group
  • Scholars spent fewer hours watching TV and playing computer games

MCPS' Independent Evaluation 

Montgomery County Public Schools' (MCPS) Office of Shared Accountability conducted an independent evaluation of BELL Summer’s (now BellXcel Summer) impact throughout the year using multiple regression analyses that included enrolled and non-enrolled students and controlled for students’ characteristics, including their initial abilities.

Key Findings

  • Statistically significant evidence of positive impact on MAP scores in math in Grades 3 and 4, and among all students and four subgroups: Hispanic/Latino, English for Speakers of Other Languages (ESOL) recipients, Free and Reduced-price Meals System (FARMS) recipients, and special education students

  • Statistically significant evidence of positive impact on MAP scores in reading for Grade 3 among all students and among three subgroups: Hispanic/Latino, ESOL recipients, and FARMS recipients

  • High marks for program administration and for providing timely and useful support throughout the summer

  • PD made staff better educators and was recognized as a very valuable aspect of the program
